Automated License Plate Recognition (ALPR) Usage & Privacy Policy

ACS Security (“Company”) operates Automated License Plate Recognition (ALPR) systems in certain public areas to enhance community safety, deter criminal activity, and support law enforcement investigations.

 

This ALPR Usage & Privacy Policy describes how ALPR information is collected, accessed, used, shared, disclosed, and retained. It is published in accordance with applicable laws, including the California Civil Code. The ALPR Compliance Officer is responsible for implementing this Policy. This policy is available to members of the public, in writing upon request to ACS. 

Purpose of ALPR Use

Our ALPR systems are used to:

  • Detect, deter, and investigate criminal and suspicious activity
  • Assist law enforcement with identifying suspect vehicles connected to crimes
  • Provide additional safety & security for residents and visitors
  • Conduct remote video guard tours of covered areas
  • Monitor traffic patterns in support of community security patrols

Information Collected

The ALPR system automatically captures:

  • Digital images of license plates
  • The date, time, and location of capture
  • Contextual images of the vehicle

The ALPR system may occasionally capture:

  • Video surveillance of the covered areas
  • Details pertinent to criminal or suspicious activity investigations

This information is referred to as “ALPR data.”

Access & Authorization

  • Access to ALPR data is strictly limited to trained, authorized managerial employees and contracted personnel with a legitimate business need, particularly the following:
    • Patrol Senior Field Operations Manager and Supervisors, Video Service Engineers and Managers, CEO, IT Director, and CTO.
  • To ensure the security of the information and compliance with applicable privacy laws, the ALPR system will be monitored by the Software Administrator for the ALPR Software system.
  • All authorized users receive training on privacy, security, and proper use of ALPR systems.
  • Unauthorized access, retrieval, or sharing of ALPR data is prohibited and may result in disciplinary action and/or referral to law enforcement.

Use & Sharing of ALPR Data

ALPR data may be used or shared only for:

  • Investigating suspected criminal or suspicious activity
  • Assisting law enforcement agencies upon valid request
  • Protecting the safety and security of residents, visitors, and property

We do not sell, share, or disclose ALPR data to third parties for marketing, advertising, or commercial purposes.

Data Retention & Security

  • ALPR data is retained for no longer than 30 days unless required by law or as needed for an ongoing investigation.
  • Data is stored on secure servers with access via secure login.
  • Retained data is reviewed periodically and deleted once it is no longer necessary for authorized purposes.

Safeguards

  • Regular audits are conducted to ensure compliance with this policy and applicable law.
  • All access to ALPR data is logged and monitored.
  • Systems are protected with industry-standard cybersecurity measures to reduce the risk of unauthorized access or breaches.
  • ALPR data is subject to quality-control measures, including routine accuracy testing, validation procedures, and processes for correcting identified errors or inaccuracies in a timely manner.

Public Access to Policies
